One bomb shelter hosts an archery club, another an underground swimming pool and an ice hockey rink.<\/p>\n<p>Though they hardly need it, there\u2019s a <a href=\"http:\/\/www.julkari.fi\/bitstream\/handle\/10024\/110661\/978-952-00-3417-7_korj.pdf\">national plan<\/a> in Finland to get people to sit less. It reminds them, in fact, that \u201cUnder the Constitution \u2026 physical activity is a basic cultural right.\u201d<\/p>\n<p>\u201cIt\u2019s been kind of a social right to provide citizens with sporting possibilities,\u201d says\u00a0<a href=\"https:\/\/www.jyu.fi\/sport\/laitokset\/liikunta\/henkilokunta-staff\/vehmas-hanna\">Hanna Vehmas<\/a>, a sports scientist at the University of Jyv\u00e4skyl\u00e4. She says it\u2019s a Nordic thing to consider sports a social right.
