However, the ruling especially affects an estimated 250,000 Haitian descendants born in the Dominican Republic, including Anderson\u2019s two siblings \u2014 his sister Rosaura, 6, and his brother Mickael, 2.<\/p>\n<p><a href=\"http:\/\/www.npr.org\/blogs\/parallels\/2014\/08\/16\/340412191\/whos-a-citizen-the-question-dividing-the-island-of-hispaniola?utm_source=tumblr.com&amp;utm_medium=social&amp;utm_campaign=pictureshow&amp;utm_term=artsculture&amp;utm_content=20140818\">Who\u2019s A Citizen?
